RRV RULES

Rema Rainbow Valley (RRV) is managed and maintained by RRVRPOA and the Executive Committee (EC) of RRVRPOA has formulated the following rules to ensure that the environment of RRV may be enjoyed by all. The terms ‘plot holders / residents / members’ are used to designate individuals who have plots in RRV.
It is not the intention of the following set of rules to regiment the existence at RRV and the following rules will be interpreted and enforced with the maximum of flexibility and the EC will take into account at all times the views of the majority of the plot holders.
RULES & REGULATIONS

The primary objectives of the Association are to maintain the ‘physical environment’ of RRV at a level that makes it one of the finest around Bangalore, and the ‘social environment’ in a manner that is marked by goodwill, consideration, mutual co-operation and harmony among all residents.

In a community such as RRV, residents share many facilities and services. Action or inaction on the part of the one affects the others. Even if unintentional, these can sometimes cause an intrusion upon the convenience and comfort of other residents. A certain amount of adjustment in one’s lifestyle is therefore necessary in the overall interest. One cannot expect, nor have, total freedom of action when living as a member of such a community. 

The basis for effective community living is a sense of fellow-feeling, mutual consideration and good neighbourliness. While a formal code of conduct is necessary, residents are requested to treat the rules as guidelines to which they conform voluntarily and willingly, in the spirit of self-regulation.

To be used for residential purposes only

Not to be used…

  • For any commercial activity – eg., doctors cannot open clinics at home
  • For any business or any purpose which is prohibited by law
  • In such a way as to cause nuisance, disturbance or health hazard to others
Residents not to erect put up or display any signboards, posters or advertising material of any kind. However, use of a personal nameplate on the front door is acceptable.

All areas within RRV, which are not specifically demarcated as the personal property of the residents, are to be considered as common areas. As an eco friendly community we would like to live in harmony with nature and the wild life that is still present in RRV. Hence no blood sports such as shooting of birds or 
rabbits / foxes / mongoose are permitted. 

Not to be used for keeping or storing personal effect of any description, even on a temporary basis.

Not to be used for carrying out personal work, except with prior permission.

Not to be used as a play area for children, except for any areas that may be specifically designated for this purpose.

The EC will formulate rules for the use of the swimming pool and these will have to be adhered to by the plot holders.

Residents to ensure that common property of Association is not damaged, disfigured or soiled. In such event, cost of rectification or replacement to be recovered from concerned resident.

Arrangements to be made by Association for removal of garbage from each villa/home. Residents to conform to guidelines issued by Association in this regard from time to time – segregation, storage, handling, timings, etc.

Common areas to be kept free of litter – waste paper, cigarette butts / empty packets, matchsticks, sweet wrappers, etc. In case of default a penalty will be imposed by Association.

Arrangements to be made by Association for cleaning of all common areas.

Residents requested to assist by creating awareness among their family members, visitors, drivers and domestic help.

Potted plants not to be kept on ledges / parapet walls, or in any manner that any result in mud stains on the outer walls.

Drying of clothes and personal effects.
  • Not allowed in common areas.
  • Not on sit-out, terrace or compound overlooking roads.

The whole of RRV to be treated as a ‘Quiet Zone’.

Residents not to engage in any activity which may interfere with the peaceful enjoyment and occupation of the villas/homes by other residents.

Residents not to give offence, or cause annoyance, or create disturbance of any nature, including loud music, noisy parties, etc., 

The Common areas are to be used only for functions specially organized by the Association. Residents may request the use common areas for private parties and the association may at its discretion grant permission for the use of the same. 

Residents are cautioned that excessive noise or disturbance comes under the category of ‘public nuisance’ and may even draw the unwelcome attention of the appropriate law enforcement agency.

With a view to safety, vehicles to be driven carefully. Maximum speed limit 30 km/h

As a consideration to others (‘Quiet Zone”).
  • No use of horns
  • No reversing horns
  • No loud music in vehicles
  • No major repairs to vehicles on road/driveways.
Parking for residents / plot holders at all times, within respective plots only

Parking for visitors
  • For short periods – on branch road, within demarcated areas on one side of road · Parking is at owner’s risk.
  • Visitors to club house complex – parking within respective areas only.
Children to only play in the designated play areas.

Younger children, in particular, to be always under the care of a responsible person when out of the home.

Playing on the roads is extremely dangerous and is not permitted.

Running, playing or making noise in the common areas is not permitted.
Residents shall be personally responsible for the behavior and action of their domestic staff and employees. All residents shall make their staff fully familiar and ensure compliance with these rules.

Domestic staff shall not be permitted to use any part of the common areas for their residence, sleeping, cooking, recreation, etc.

The resident should inform the association of all domestic staff employed by them who will be provided with photo ID cards which should be available for inspection at all times.
May be kept strictly on the understanding that such pets do not cause disturbance or present a hazard to other residents

The EC may lay down from time to time rules to govern the movement of pets in common areas and these will have to be adhered to.
Should be consistent with rules relating to noise, disturbance and safety – consideration for the community in general and the neighbours in particular.
The plans for the construction of cottages are to be submitted to the EC prior to obtaining building permission from the local authority. The plot holders should apply to the association for the provision of water and electricity during the period of construction. The association will do all it can to help plot holders who seek to build cottages

Any changes to approved plans and /or the building of additional permanent or semi permanent structures to be submitted to the EC.

All boundary walls are to be in the form of hedges only. Stone pillars / barbed wire may be used to provide a framework for the hedges.

Trees and plants are a common asset. Residents to ensure that these are not damaged or disfigured in any way – no plucking of flowers, breaking branches, gouging tree trunks etc.

Workmen engaged in construction activities that create noise shall only be permitted to work between 8.30 am to 130 pm and from 3.00 pm to 7.00 pm, so as to avoid disturbance to residents. Sundays and public holidays are to be respected.
Round-the-clock security services to be provided by the Association.

Duties of the security staff to be reviewed from time to time by the Association, and modified where necessary so as to provide the best service to the residents.

Residents not to give any instructions directly to the security staff. Suggestions for improvement are always welcome, but should be submitted to the Association for consideration/implementation.

Residents are not to use the security staff for any personal services.
Residents to be responsible for the safety of their respective homes. No fires to be lit in common areas or in the gardens as they may spread beyond control. Use of Amenities

The use of the common amenities provided in RRV, (club house, swimming pool, boat club, guest room etc.) are solely for the use of plot holders who have paid their association dues (AMC). Members are expected to produce their gate pass if requested to do so by a member of the staff. Guests must be accompanied by the member at all times.

Residents availing of the amenities must conform to all relevant rules that may be laid down from time to time and applicable to the area concerned.

Members desirous of using the club house facilities must inform the Estate Manager / Secretary in advance. A fee of Rs 500 per half day and Rs 1000 per full day is payable. Members will be responsible for the behaviour of their guests as also for all breakages and damages to common property. A fully furnished guest room is available for the use of members at a fee of Rs 300 per night. Members should make their bookings in advance by contacting the Estate Manager / Secretary.
All plot holders are” ipso facto” members of the association and are expected to abide by the rules of the Association. It is their responsibility to see that their Annual Maintenance Charge is paid at the beginning of each financial year. The association reserves the right to refuse the use of the common amenities to any plot holder who is in arrears of his AMC or other dues. The association by a vote of the General Body may also call for additional funds as and when these are considered necessary.

Plot holders are to inform the association should they intend to sell their plot The association will give the seller a No Objection Certificate (NOC) which will have to be submitted by the purchaser. Without this NOC the purchaser will not be entitled to become a member of the association and enjoy the common amenities.

A transfer fee of Rs 5000 per plot is to be paid by the seller to the association. All taxes and liabilities imposed on individual cottages / plots by government are payable by the plot holders.
The day to day running of RRV will be supervised by the EC of RRVRPOA and the Estate Manager ( EM) who will live on site and provide any help required to plot holders. The EM reports directly to the EC and not to individual plot holders. The staff (gardeners, security guards, plumber, electrician) all report directly to the EM.
The plot holders may request the services of the staff for minor repairs :plumbing, fuses, clogged pipes etc without any cost.

Plot holders who seek to use the services of the EM for minor repairs and civil works may do so after informing the EC in writing. A service charge will be payable. All works for a sum exceeding Rs 2500 where EM services are used for purchase of materials etc will be charged as follows :
  • Rs 2500 to 5000 – charge of Rs 250
  • Rs 5000 to 10000 – charge of Rs 500
  • Rs 10k to 15k – charge of Rs 750
  • Rs 15 K above – charge of Rs 1000
All employees/service providers to be under the control and jurisdiction of EC. In case of any complaint regarding Association employees, residents are to take up the matter with the EC and not directly with the employee concerned.

Employees are not permitted to undertake personal work of residents, even outside duty hours. Residents are requested to strictly abide by this rule. Similarly, employees are not permitted to concurrently take up any other job, whether full time or part time.

Till such time as the association is able to provide TV services to cottages, the plot holders may seek and obtain cable TV from local operators. The prior written permission of the association is to be obtained after payment of the fixed fee.

Rules and Rates for the use of the Club House with effect from 1st April 2024.

These rules are in addition to the bye laws of the association.

The use of the CH and the pool is available to fully paid members of the association.
These rules are in addition to the bye laws of the association and the RRV rules which are available on the website. These rules are intended to ensure that all those using the CH and the pool have a satisfactory experience.

Club House
The Club House is open from 8 am to 6 pm daily. The pool is closed between 6pm and 8am. The use of the Club House and pool is free for a fully paid-up member and family and 4 guests. The family is defined as the spouse and children. All other users are to be considered as guests. The member / spouse must be present with their guests at all times. If the kitchen facilities are used a clearing charge of Rs 500 will be charged.
If the number of guests exceeds 4, the member is required to inform the Estate Manager in writing 7 days in advance giving the number of guests/names. A fee of Rs 400 will be charged for every additional adult guest for the use of the CH and the pool. Children below 12 years of age will be charged Rs 250 per head.
A specific request for the exclusive use of the CH by an individual or group of members will be considered at the sole discretion of the EC and on terms to be fixed by the EC.

Guest Rooms

There are 3 guest rooms available in the CH which are meant primarily for the use of those members and their families who have not yet constructed a residence and would like to spend time in RRV. The guest room No 1 is available at the cost of Rs 1500 per night. The second guest room is available at Rs 1000 per night. Both rooms are for 2 adults. Additional members of the family will be charged Rs 200 per head. A maximum of 4 persons per room is allowed.

An additional room with attached bath has been refurbished on the first floor . This room is available at Rs 2000 per night for 2 adults. Additional family members will be charged at Rs 300 per person. A maximum of 4 persons is allowed .

In the case of guests who are not members the room rates will be Rs 2500 for GR 1 and Rs 2000 for GR 2. First Floor room will be available at Rs 3000. Both rooms are for 2 persons. Additional persons may use the room at a fee of Rs 600 per person up to a maximum of 4 persons per room.

The booking of the guest rooms does not mean that the member making the booking has the exclusive use of the CH and pool during the day. The rules and rates pertaining to the use of the CH during the day will be applicable.

As mentioned earlier the pool is closed between 6pm and 8am. The guest rooms should be vacated by 12 noon.

Booking requests for the use of the guest room should be made in the proper form to the Estate Manager at least 7 days in advance. This form is available on the website.

Cancellation of a booking must be made in writing to the Estate Manager 48 hours prior to the date of the booking. Any cancellation after this date will be charged at 50% of the room rate.

Use of the pool

In the absence of a lifeguard, the use of the swimming pool is NOT permitted. 

However, if a resident or a member and /or their guests still desire to use the pool, this will be at their own risk and responsibility and a waiver of liability letter (available with the estate manager and on the web site) should be signed by the member and the guest prior to using the pool.

Proper pool attire is required should the pool be used. This consists of swimming shorts for men and bathing suits and cap for ladies.

Pets are not allowed in the pool.

Drinking and smoking around the pool side is prohibited unless there is no objection from other users. Let us cooperate with one another.

The consumption of recreational drugs is prohibited in the Club House and the pool, and the EC reserves the right to take action in such matters.

Security and General Rules

The rules and timings that cover entry into RRV must be always complied with. These rules have been communicated to residents and regular visitors. The gate opening timings must be strictly respected except in emergencies.

As per the bye laws no commercial activity is permitted within RRV.

However, a resident, in his / her absence, may allow the use of his / her villa to family and friends for short periods after informing the EC. The plot holder will give an undertaking that such use does not constitute commercial activity.

Other than the above exception, no visitors will be allowed into RRV in the absence of the plot holder / spouse.

All members except residents and regular visitors are requested to carry their ID cards with them. Our security staff have been instructed to insist on the ID card. This is a security measure. In case plot holders do not have an ID card please contact the Estate Manager immediately. The names and contact details of all visitors will also be collected. The cooperation of all plot holders is requested.

The decision of the EM is final as far as the interpretation of these rules is concerned. Members are requested not to give the EM any instructions without passing them by the EC.

RRV is a special place for all of us . We have a lay out which is still deeply rooted in the local natural habitat. This is the result of a conscious decision taken at the formation of the association to reduce to the minimum enclosures between plots. We decided against boundary walls. We request members to grow hedges on the permitted fencing which will gradually cover the fencing and meld with nature. The fencing could be in a green wire which would make this easier.
