Building Guidelines

General Guidelines with regard to building of homes at REMA Rainbow Valley

  1. RRV is a special place for all of us. We have a lay out which is still deeply rooted in the local natural habitat. This is the result of a conscious decision taken at the formation of the association. We decided against boundary walls between plots to reduce to the minimum enclosures and maintain a maximum of greenery. We request members to grow hedges on the permitted fencing which will gradually cover the fencing and meld with nature. The fencing could be in a green wire which would make this easier.
  2. The sites at REMA are situated on an undulating terrain. To maintain the ‘rustic’ spirit of the area, our guidelines require all buildings to be at a level of no more than ‘single storey’ or Ground + 1 , subject to a maximum of 10’0” per floor above a maximum plinth of 3’0”. The plinth shall be measured from the centre of the road that abuts the front of the plot.
  3. A healthy setback from the property boundary will ensure adequate privacy for the owner and his neighbours. We recommend a minimum of 10% of the respective measurements for the sides and the rear and 15% for the front: eg. setbacks for a plot that measures 40’0 (Left to Right) x 60’0” (Front to Rear) would be 10% of 40’0” viz. 4’ for the sides and 10% of 60’0” or 6’ for the rear and 15% of 60’0” or 9’ for the front. The car port / garage if any should not impinge on the setbacks.
  4. The general elevation aesthetic should reflect the spirit of REMA and be that of a scale that conforms to a ‘country cottage’.
  5. The construction of the building should not cause any hindrance to the adjacent neighbours. The building contractor should be advised by the owners to erect screens etc to prevent this if needed.
  6. The undulating terrain is what gives REMA it’s charm. Owners are requested to not alter the topography any more than required and that too solely in the area that forms the footprint of the building.
  7. There are no plans to ‘enforce’ rules on the elevation (as seen in some gated communities) but owners are expected to survey the existing buildings at REMA to understand the general building aesthetic that conforms to the atmosphere that prevails.
  8. Water is a scarce commodity. In the interests of the this we strongly advise owners to conserve water as much as possible even while constructing the building. Sewage should flow into Septic tanks and Soak pits (located out of the setbacks) and all houses should have grey water filters and provide roof rainwater run-off and feed this into ground water recharge pits in at least two locations within the site. Filtered rainwater feeding directly into the underwater sumps should be considered.
  9. Overhead water tanks should be part of the building structure and be aesthetically treated to seem like part of the building elevation.
  10. Under-Ground sump tanks for water storage should be located out of the setback areas.
  11. The EC has tasked Architect Dr Rajeev Kumaravel of The Monarch Architects in Denkanikottai to scrutinise and approve building plans on behalf of the association prior to submission for local authority approval. He will undertake three site visits during construction and satisfy himself that the completed structure is as per the approved plan and issue a completion certificate. A fee of Rs 12000 has been fixed and is payable by the plot holder.
  12. Any modification to an approved plan requires the prior approval of the architect / EC / Local authority.
  13. These guidelines will apply to all applications for building permission submitted after 1st January 2023.

Rules during construction

Rules & Regulations for workmen at site

The plot owner is required to inform the EC of the name and address of the contractor appointed.
The contractor is responsible for the acts committed by his staff in the estate during the construction phase. An indemnity deposit of Rs 25000 must be deposited with the association prior to beginning the construction. Any fines levied will be deducted from this deposit which will be refunded less deductions at the end of the construction period.

A list of all workers who are staying at RRV should be provided by the contractor to the EM with a copy of the Aadhaar card . Any change in the list should be notified to the EM immediately.
The contractor should provide individual badges /day pass countersigned by the EM with RRV seal affixed with expiry date max up to 6 months and renewed on request. Badge / Pass to be worn at all times and shown on demand by security staff / EM / EC members.

All workmen staying at site need to restrict their activities within the site boundary and not to loiter around the other areas. The contractor must provide adequate sanitary arrangements for the workers to avoid open air defecation. Any violation will be fined Rs 500 /

Importing alcohol into the estate and consumption of alcohol or any other substances like ganja etc is totally prohibited and violators will be fined Rs 500 immediately and banned entry to RRV premises should there be a repeat of this violation. Security check to be conducted at the gate.

Contractor appointed by the plot owner is solely responsible for all safety issues, accidents etc at the site or inside the premises. Contractor is also totally responsible for the conduct and behaviour of the workmen deployed at site. Any violations will be levied with a fine of rs 500/ and repeated offense will result in banning entry. No entry is permitted on the premises after 7pm. This is to ensure no alcohol is brought in at night.

Rules to be followed construction.

The contractor is required to abide by the rules regarding hours of construction activity laid down in the RRV RULES.
Paper / plastic / bottles should be stored on site and disposed of at regular intervals in consultation with the EM. Containers / bins should be provided for the same with immediate effect. Any waste found around the site under construction will be attributed to the contractor / his workers and will be liable to a fine of Rs 500/ .
The contractor has to undertake to keep the storm drains clear at all times.
Construction material should not block the roads and should be stored on the site.
Any damage to roads caused by transport of construction material has to be rectified by the contractor.
All debris must be transported outside RRV at the end of the construction.
