General Guidelines with regard to building of homes at REMA Rainbow Valley
- Rema Rainbow Valley (RRV) is a special place for all of us. We have a layout which is still deeply rooted in the local natural habitat. This is the result of a conscious decision taken at the formation of the association. We decided against boundary walls between plots to reduce to the minimum enclosures and maintain a maximum of greenery. We request members to grow hedges on the permitted fencing which will gradually cover the fencing and meld with nature. The fencing could be in green wire which would make this easier.
- The sites at RRV are situated on an undulating terrain. To maintain the ‘rustic’ spirit of the area, our guidelines require all buildings to be of a level of no more than ‘single storey’ or Ground Floor +1, subject to a maximum of 10’0” per floor, above a plinth of reasonable height as measured from the centre of the road that abuts the front of the plot.
- A healthy setback from the property boundary will ensure adequate privacy for the owner and their neighbours. We recommend a minimum of 10% of the respective measurements for the sides and rear and 15% for the front eg. Setbacks for a plot that measures 40’0” (Left to Right) x 60’0” (Front to Rear) would be 10% of 40’0” viz. 4’ for the sides and 10% of 60’0” or 6’ for the rear and 15% of 60’0” or 9’ for the front. The car port / garage if any should ideally not impinge on the setbacks.
- The general elevation aesthetics should reflect the spirit of RRV and be of a scale that conforms to a country residence.
- Construction of the building should not cause any hindrance to adjacent neighbours. Building contractors should be advised by owners to erect screens during construction, to reduce disturbance to neighbours.
- The undulating terrain is what gives RRV its charm. Plot owners are requested to not alter the topography any more than essentially required and that too, solely in the area that forms the footprint of the building.
- There are no plans to ‘enforce’ rules on the elevation (as in some gated communities) but owners are expected to survey the existing buildings at RRV to understand the general building aesthetic that conforms to the atmosphere that prevails.
- Water is a scarce commodity. In the interest of this we strongly advise plot owners to conserve water as much as possible even during construction. Sewage should flow into septic tanks and soak pits (located out of the setbacks). All houses should have greywater filters and provide for roof rainwater run-off to feed into ground-water recharge pits within the site. Filtered rainwater runoff feeding directly into underground sumps should be considered.
- Overhead water storage tanks should aesthetically located or designed to appear as a part of the building elevation. Underground sump tanks for water storage should be located out of setback areas.
- During the construction process, owners should ensure that plot-marker cornerstones are not displaced, damaged or encroached upon. The cornerstones are currently painted yellow for easy identification and visibility.
- A building plan created by a certified Architect or certified Engineer, submitted for approval to the appropriate statutory authority has to be submitted to RRVRPOA (The Association) prior to the start of construction. It is the responsibility of plot owners to adhere to all statutory requirements and obligations.
- A Completion Certificate issued by a certified Engineer or certified Architect has to be submitted to the Association by plot owners, confirming that construction has been the completed as per the approved plan.
- Any modification to an approved building plan requires prior approval of the Architect, the Association and the Local Approving Authority. A copy of the modified plan has to be submitted tothe Association by the owner.
- These guidelines apply to all applications submitted for permission to build after 1st January 2023.
Rules during construction
Rules & Regulations for workmen at site
- Plot owners are required to inform the Association the name and address of the building contractor appointed.
- The contractor is responsible for all acts committed by his staff in the estate during the construction phase.
- An indemnity deposit of Rs.25000/= must be deposited with the Association prior to beginning construction.
- Any fines levied will be deducted from this deposit which will be refunded less deductions at the end of the construction period.
- A list of all workers staying at RRV should be provided by the contractor to the EM with copies of their Govt-Issued photo ID or Aadhaar card. Any change in the list has to be immediately notified to the EM.
- The contractor should provide individual badges/day passes to all workers at site, countersigned by the EM with the Association seal affixed, with a maximum expiry date of 6 months and renewed on request.
- Badges/passes must be worn by workers at all times and shown on demand by security staff / EM / EC Members.
- All workers staying at site have to restrict their activities within their site boundary and not loiter around the campus.
- The contractor must provide adequate sanitary arrangements for workers to avoid open air defecation etc. Any violation will be fined Rs.500/=.
- Importing alcohol into the estate and consumption of alcohol or any other intoxicating substances like ganja etc. is totally prohibited and violators will be fined Rs.500/= immediately and banned entry to RRV premises should there be a repeat of this violation. Security checks will be conducted at the entry gate.
- The contractor appointed by the plot owner is solely responsible for all safety issues, accidents etc. at the site or inside the premises. Contractor is also totally responsible for the conduct and behaviour of the workmen deployed at site. Any violations will be levied with a fine of Rs.500/= and repeated offense will result in banning entry. No entry is permitted into RRV premises after 7pm.
Rules to be followed construction.
- The contractor is required to abide by the rules regarding hours of construction activity, as laid down in the RRV Rules.
- All paper / plastic / glass / metal waste and construction debris should be stored at site and disposed-off at regular intervals in consultation with the Estate Manager (EM).
- Any waste found around the site under construction will be attributed to the contractor and his workers and will be liable to a minimum fine of Rs.500/=.
- The contractor undertakes to keep culverts and stormwater drains clear of debris at all times.
- Construction material should not block roads and should be stored within the site/plot.
- Any damage to roads or any other installation in RRV, caused by or attributable to transport of construction material or construction activity, has to be repaired and rectified by the contractor and the plot owner.
- All construction debris must be transported out of RRV at the end of the construction activity.
